The workflow seems to let you trigger an action on yourself, but I tried to do the same with a flag, but it didn't feel right.
Is there any way?

Technically, adding a flag to an issue upon creation doesn't have to be difficult. It is just a matter of setting the value of the Flagged field to "Impediment". You could do that e.g. via a simple automation rule, triggered by the issue created event, adding any condition you like and then updating the value of that custom field.
I totally understand that you say "it didn't feel right" - the flag is intended to mark issues as blocked. It seems unlikely that this is something you want to do with every ticket, automatically and as soon as it gets created. That would totally defeat the purpose of flagging tickets as needing attention.
