Is there a way to change the label of the "Summary" and "Description" fields?

We are looking to change the label names for these two fields and replace with something that would be more intuitive for people who are not working with IT requests often.

There may be an approach you can take to make a custom language pack that could include these changes: Renaming System Fields in JIRA. However, it's not an officially supported process.

Unfortunately, there is still an open feature request for this as well.

I found out from Atlassian support that the custom pack is for servers only, not Cloud instances.

That is true, perhaps consider modifying your question to specify JIRA cloud?
