When I export Epic, Task, and sub-tasks as csv from jira then everything comes as a separate entity in different rows. I want to export epics, tasks, and sub-task in hierarchical order? to manage the work properly and get a clear view.

Out of the box this may not be possible. You may want to use certain plugins such as eazybi, structure or biggannt that let's you visualize the hierarchy and then the exports keep the hierarchy.

Could the Order By not be jerry-rigged to work? Running into similar issues w/ add-ons etc being blocked.

welcome to the community! Just to add to Fabian's list of Marketplace apps, this can be done with two clicks in the app that my team is working on, JXL for Jira.
JXL is a spreadsheet/table view for your issues that - among many other things - understands and visualises parent/child relationships between issues:
You can then export your issue list to e.g. CSV or Excel, and that export maintains the order of issues:
(This works for any number of issues.)
