Is there an easy way to copy a Jira project from one instance to another?

It seems like CSV files are the only option we have to copy a Jira project from one instance to another. I tried importing a Jira backup but it appears that the project must already exist on the target server.  I know there are plugins available, but otherwise is there an easier way to copy a Jira project to another instance?

No there is no easy way. csv is probably the easiest way.

For a project import you're right, all the configuration must be created before you can import the project. That's some kind of mad, because that is making a lot of trouble and effort to do this.

So maybe an app might help, some apps can also be licensed for a month or so, in case you need it only for this one project.

I know you can associate a CSV file with an existing project. Is it possible to create a new project on a target instance by just using the CSV file itself?

No, you have to create the project first and then import the csv.
