Is there any report which should fetch data of resource level time spent.

It should show original estimate for the resource and time spent for the task

original estimate and time logged level it should for the particular resource

You will need an addon to achieve this or try to create a custom report in Excel or google Sheet using the rest api

You can try Tempo time sheet, i never use it so i can't tell more about it.
