I'm trying to make a user as site admin, but the user is becoming the org admin.

Simply add them to the site-admin group and nothing else.

I've done the same, but the problem is that the user is becoming the org admin and not the site admin. Is there need to create any other group for it?
Adding someone as an Org Admin is a different process and it sounds like they have already been added to that somewhere else and need to be removed.

After removing them, then just add to the site-admin group and see if they are okay then.
As shown in the video, there is no option of Adminstrators in the above screenshot shared.
That looks like you are not an Org Admin yourself then. Can you verify? You must be an Org Admin to make or remove others as Org Admins.
