I can't see good reasons to not empower project administrators with board administration to delete boards? Please can this be changed, it hinders agility.

I see in your reply to @Jack Brickey you say you are having trouble deleting a board for which you are the admin. Can you provide more details on that?
According to my 'tech support' colleagues I would require 'global admin' privileges to delete a board.
I am a Project Admin for the project the board is associated with (it's a single project in the board via a saved filter), and as I created the new board, I am the Board Admin. However the ability to delete the board I created is not present.
Unfortunately 'tech support' have now deleted the board for me, and I don't really want to annoy them and re-create a test board I can't delete. :-)

When you say the option to delete the board was not present, where exactly were you looking?
The option does not show up in Board Settings. You have to navigate to the full list of boards for the JIRA instance, find your board in that list, and select the ... button next to it to find the delete option.
Click in the Search field in the upper right, and select the Boards button at the bottom of the pop-up
That takes you to the Boards screen where you can search for you board. If you are an admin for the board, you should find the Delete option under the ellipses.
Global admin permissions are not required. You do have to be an admin of the board. You may also need to be an admin for the project.

Thanks Trudy ... we seem to be missing the 'Boards' menu. I'll have to ask my 'tech support' org why.

Boards can only be deleted by owner or jira-admin. Maybe consider having the owner changed by Jira-admin to the project lead? You might search the Jira.atlassian.com (JAC) site for an existing suggestion. I would not believe this would be a good idea personally.

Something seems amiss as the board I am trying to delete is one I created and am the 'board administrator'. Assume this means I'm the owner of the board?
You mention is as not a good idea? Can you help me understand why a project admin with board admin could not be a trust boundary? What risk does to open up in terms of threats to business continuity (for example)?

Regarding the ability to delete - If you go to the Boards page and find the board in question who is the Admin? If it is you then you can delete. If not it takes a Jira-admin. Below is an example screenshot.
Regarding my opinion on deleting a board - My general rule is that deleting stuff is bad especially when deleting someone else's stuff. While it might be perfectly fine in your situation based upon responsibilities/accountability w/in your org that very well may not be the case in other orgs. The more 'power' you give to an individual the more restrictive you need to be w/ appointing that power. Assuming you agree with that last statement then what that can result in is not giving project admin responsibilities in many cases to protect the projects from inadvertent actions. Atlassian has chosen to have a policy that shared filters/board can only be deleted by the owner or jira-admin. To be clear this is just how I see things. Doesn't mean it is right for all. If Atlassian wanted to make it a global option or better a project-by-project option to allow the jira-admin to set shared item deletion permissions that would be fine. I just would not want to see them make it default to allow project admins to delete shared items. Keep in mind that a board can span multiple projects so should a project admin in one of those projects be able to delete a board that includes projects where they are not an admin?

Agree with your multi-project point. For me boards are associated with projects, so perhaps some sophistication is required with an approval workflow. This is better than creating the trust boundary at the abstract global level. Right now, someone with global admin would have 'to do the right thing' and check with project admins if it's safe to delete the board.
We don't have the 'Boards' menu..assume that's a JIRA configuration choice that may have the consequences I'm experiencing. But to answer your question, when I went to 'board settings', I am listed as the board administrator.

What a terrible UI Jira has. Why can't edit options be more logical? Such help request should not be needed.
