How to turn on Create issue+  in any place of backlog in a company-managed project?

This functionality exists in the backlog of a board that has just one project in its query filter. If you have more than one project, then jira doesn't know which project you want to create the ticket in and so you don't get the option to add directly.

If you go to the general tab of the board settings, you should see only one project in the "projects in board" section at the bottom - the associated backlog should allow you to do this.

Yup, assuming your user has permissions for creating tickets, I believe so.   it's possible you would need the ability to manage sprints too, but I don't know for sure if that permission affects moving tickets in the backlog (because you can change the ticket ranking in the backlog).

To your other question, you don't do anything to turn it on - it's either on, or something about the project setup doesn't allow for it.  You can tell by going into the backlog of that same board you're showing here.

The user can add items to the backlog.

The user can't use this pop-up button to create a backlog anywhere they want.

 

So can you please add exact steps that needs to be setup to turn on create an items using this popup "Create issue +" ?

No, there isn't a simple set of steps for troubleshooting a single user not being able to do this.  The problem is possibly in your board settings, or the user permissions - neither of those are simple to diagnose here. 

Also, I don't know what you mean by "Create a backlog anywhere they want" (unless you mean create an issue in the backlog).
You don't create backlogs, they exist in Scrum boards (always 1 backlog per board), or you can enable them on Kanban boards by moving an entire status into the board column that says "Drag a status here to enable" - but, your query filter (JQL that drives the board) is critical.   If the backlog 'sees' more than one project, you cannot use that feature. 

In your screenshot, PEOPLE project, is that the board (and backlog) the user is having problems with?
