The customer is already using server-based JIRA and Confluence. They are looking JIRA cloud just to start a project where we have 10-15 people to work. Is this possible to use their server-based Confluence licenses with JIRA cloud? Also, the same for server-based plug-ins (Zephyr, JSU, Tempo, Roadmap) or we would have to buy new licenses for all these to work with JIRA cloud.

Cloud and Server are two completly seperately licensed platforms. So if you are looking to use both you will not be able to use your Server licenses with your Cloud platform.
Also, Cloud is a subscription based model where Server is a perpetual license (DataCenter is also subscription based) but licenses don't just transfer over.
If you are looking to migrate your entire instance from Server to Cloud there are some options there with the "Journey to Cloud" that Atlassian is currently rolling out to help users move from one platform to the other.
With addons/apps it's even harder. More often than not the apps on Cloud are just not the same as the ones on premise. They look different and they also work differently (it's not just a one on one match). Also licences there are seperate.
