I tried importing issues via csv without any user related fields and I still got the error:
Issue can't be created due to the error/s [ Pick another user as the selected user doesnâ™t exist.
I think Assignee, Reporter fields are mandatory.
Try the below steps.
1. Create two users in Jira - one for Assignee, one for Reporter for identification of imported issues.
2. In the CSV file, add Assignee, Reporter columns and use the above two users in respective columns.

Hi, thanks. I should have been clearer I tried using the email addresses for Assignee and a Custom User field.
But I get the same error.

Try with userid for assignee instead of email address and remove the custom user field
