Issue created with access error

A issue was created during the unstable work Jira. The issue has a key and is visible in the filters, but when entering the task, i see "You can't view this issue
It may have been deleted or you don't have permission to view it."
Other issues I can view, how do i delete this issue?

You either should see the issue or not at all.  This suggests your index is broken somewhere.

Start by re-indexing the system and checking again.

I can not do reindexing now, stopping for more than 16 hours.
If I remove this problem in the database, do I still need to do reindexing?

If you remove this problem in the database, you're going to need to revert to the last backup you took and lose quite a lot of work.

NEVER amend a Jira database while it is running.  Even when it's offline, you probably shouldn't be touching it, as it's very unlikely you'll make a change that is right and does no damage to your system.

You don't need to do a locking re-indexing here, the background one will do.
