I created a OneIDM group in the Jira project for the Project Manager role. However, when I try to remove the existing Project Manager role, it disappears temporarily but reappears after refreshing the page.
Project Roles are global and cannot be added or taken away from projects on an individual project basis. If you don't want to use that Project Role on a particular project, just don't populate it.

What do you mean by 'remove the existing Project Manager Role'? Are you trying to remove the actual role or the group that is linked to the role in your project?
If you click the Remove button as it is displayed in your screenshot, that should remove the connection of the group to the role, but not the role itself. Removing project roles must be done by a Jira administrator of your site. Removing a role will remove it entirely from your site and so from all projects in it, not just one single project.
