Issues are still visible in Issues tab after issue security level is applied

We have applied issue security level on all issues to restrict them, they seem hidden on the board for everyone, but on Issues Tab the issues are still visible for everyone. Why?

So are you saying that if you click on the Issues option in you screenshot that the user then sees those issues? 

Or are you just saying that they shouldn't see the menu option for Issues?

The menu option: as then externals can click on it and see issues from other projects that are not restricted.

You are not going to be able to hide the menu options. If users should not see projects that are not restricted, then you should restrict them.  :-)
