Using Issues, I only see myself and unassigned when initially selecting Assignee; when I select the link at the bottom of the list "show all" I get the results shown below. I have an admin role but cannot determine why the assignee list is behaving as it is.

check your permission scheme - Assign and Assignable permissions, to be specific. Maybe there are no users, with Assignable permission or you do not have Assign permission.
Thanks for the suggestion Adam; I was reviewing this; we have our group listed in both assignable and assign... when I select the options below I see where, for example, I could select Group, then ideally select our Group, but the only option is "Public". I think there may be a more comprehensive list of permissions that need to be established.

I am also facing the same issue where i am unable see few team members in assignee list of JIRA , can anyone suggest the resolution to this issue

same as mentioned above, do they have Assignable permission? Are they Service Desk Agent, if it is service desk project?
