I would like to add a clickable hypo link in the action button with manual Triger.
However I could only show the link in the text so far, the user need to copy paste the link.
Is there a way to make the link clickable somehow?

That is not possible. The manual trigger supports user inputs for the rule processing, not redirection to other locations.

my project A wants to cooperate with another project B in collecting ideas.
However, from project A have only 5% of the cases can be relevant to project B. When it's relevant, users from A should create a form in project B.
I want to make this step easy for the users in A, by implementing the link of the form from Project B in A. So that the users can just click on it to open the form. Then the status of task A will be closed.

From the issue fields, can the relevance for copying to Project B be decided with rule logic? If so, the rule could evaluate when to copy (or not copy) the issue.
Otherwise, perhaps use the Manual Trigger rule, allowing people to use their judgement when to trigger it.
