When performing a bulk import into my JIRA Cloud instance, I receive error "Current JIRA settings allows you to create only 250 issues via single CSV file. Please check Advanced Settings to adjust this value." Where, exactly, can I increase the record limit? I do not see this anywhere within the Administration area.
Have a read. Try pressing "G+G" and search "CSV Import".

On macOS, it was "g+g" (AKA: Don't hold shift)... Tap the g key, twice. A popup should be revealed that allows you to search.

Ran into this issue in our Cloud instance and after testing for confirmation it looks like if you are on jira cloud you can not increase the user import limit. 250 is the max at the moment and you are unable to update or add the property jira.bulk.create.max.issues.per.import to the advanced settings page nor to a workflow create transition property.
If you need to import more than 250, you need to have a Jira-administrator or higher to use the External System import.

As a part of migrating from an old tool, I would like to bulk import around 10k tickets.

Yeah we were able to solve this but it had to go through the one of the jira admins to use the Admin import tool vs the bulk import tool available to end users. There is no limit/ i have not hit the limit yet on importing from the Admin section. I do wish they would increase the end user limit past 250 as when migrating from systems typically you have a lot of data including historical data. My recommendation is to do a small import to get the file format down correct for your import, save config txt and provide the config and the remainder of the issues to be imported to a admin to do the rest. If you have access to the admin import section, then you can do it to your self.

What is the impact of increasing this to more. I can see that it could be raised to over 2 billion issues at one time. Is the 250 issue import, the default? or Is it set like that for a reason? We can certainly increase that number but does it impact anything?

This property allows you to set the maximum number of issues a user can import via CSV at one time. The maximum is 2147483647. Entering a value of 0 will disable the importer for users.

the admin bulk import is not limited to 250 issues, even on Jira Cloud with free account. I just managed to import 1800 issues in one go.

Thanks for your feedback. I reviewed the documentation you referenced, but never found a way to increase the 250 Upload record limit. Your feedback did point me toward a suitable work around through.
I was receiving the 250 record limit error when I was importing issues from CSV by way of the Issues dropdown menu "Import Issues from CSV" option. I was not able to find a way to increase the record limit when uploading in this manner.
I followed your suggestion of pressing "G+G" and found "External System Import CSV". From there, I chose the CSV import option, and found that the 250 record limit did not apply when uploading in this manner. I was able to upload nearly 2000 records at once with no issues.
