JIRA Cloud: Customized Workflow validation message

When a certain workflow validator / condition is not met, JIRA Cloud throws the error "Something isn't letting us move <JIRA ID> to Ready for Review. Ask your project administrator to check the workflow settings and transition conditions."

How & where can I change this default messaging to indicate exactly why the transition failed?

Example: 
The Story could not be Closed because at least one sub-task is not closed.

This option is available in that particular validation configuration. I wanted to check the conditions but my Jira is currently down for maintenance.

@Raynard Rhodes - is that screenshot taken from JIRA Server/Hosted instance or Cloud instance.

Here's my use case: Prevent an issue from being closed if its blocked (flagged).

Transition Validation defined: The field Flagged will have to be equal to value 'NULL'. Compared as String.

I do not get the option you get to customize the message when this validation fails, as seen here:

I'm also using Jira Service Desk. It appears you're using software.

@Anuj BIf you  don't  want this condition,  Jira  admin can  remove this condition, but it  makes no sense to  remove it this  is why you  need to  complete all  substask  before  closing story  for  example.

Hey @Moses Thomas - my question was not about removing the condition. I just want the validation message to be more intuitive to indicate exactly why a certain transition failed.

@Anuj BI think the message is built in, it gets complex to modify the message in cloud.
