My organization creates on-demand software, and our process includes creating a new instance of JIRA for each client (for various reasons) rather than creating a new project within a single instance. The problem is in that the process of setting up the instance takes considerable time during project kickoff. Is there a way to create a setup template on an instance level? Maybe through XML input?

Create one instance as a "template"
The instance will include all the basic stuff that every other new instance will need.
Once completed, when creating new instance, copy all data of the "template" instance to the new one (like you run backup restore).
Once finished, the new instance will have everything as you did in the "template" one.

This will work for server for sure, as we did it here where i work.
In cloud you don't have access to the database and stuff, so my guess is that you can't do that there
