I'm a novice in understanding the JIRA licence and apps and just wanted to validate all the information available online.
As far as I understand you need a licence for every user that you have in the system, its just dependant on the type of licence that you need.
i.e every user requires a Jira Cloud licence however not every user will require a Jira Service Management licence?
Is that a correct assumption?

The answer is "it depends".
For the Jira Service Management product (vs. Jira Software or Jira Work Management products) there is the concept of licensed users who are "agents" and non-licensed user who are "customers". For JSW and JWM there are just licensed users.
You can also set up Permissions on projects to make them anonymously accessible. In that case the users accessing the project anonymously don't have a license, but you also don't have any tie between activities and that user because you have no user information for that person.
When you add third party apps from the Atlassian Marketplace to the mix, be advised that the per user cost of those apps is based on your licensed user count. You can't license the apps for a different number of users or a subset of users.

The only thing I'd add to it, is if a user is licensed for Jira Service Management or Jira Software as an Agent/User, then those users can get access to Jira Work Management for free.
