To integrate JIRA with OKTA on premise do we need to purchase the plugin?

That would be my recommendation.  The Okta provided App is not very well executed.  It works ok, but it required hacking files, which is not persistent when you upgrade.

There are a number of options in Marketplace. We have been recommending and working with the Resolution App. It works great and the vendor is really easy to work with and very responsive.

You could also try our addon: Kantega SSO , its easy to setup up and has an extensive guide to help you.

The add-on's cost is comparatively low and the step by step guide to integrate SSO with Okta is provided in the add-on. We can also set up a quick screen sharing session to assist you with the setup.

We went with the Re:solution SAML add-ons for JIRA and Confluence and they've been working very well.

Having tried to use the okta Authenticator plugin with Jira, it works well as long as you do not need to access a Jira Service Desk Portal URL if you have not been logged in to Jira via okta previously. Jira takes you to the JSD login page which forces you to use your normal login. Once logged in to Jira via okta, the okta Authenticator works fine to access the Portal URL.

The okta authenticator is not configurable to use Jira Service Desk to directly log in to a Portal URL. Discussions with okta reveal that this is not on their roadmap.

Atlassian recommends using one of the Jira plugins available in the Atlassian Marketplace.
