One of the user receives two notification for the same project, if anyone edits upgrades, an issue. They do not have multiple email assigned, to any where and notification scheme is same for all the users.

Hello, In this case we need to check the automation. There are two action added in the rule to send email or there are chances two different rule is sending email. Screenshot will help.
