Version doesn't really exist as a concept on cloud. You will always be running the latest cloud version of a product or application. Fixes and updates are rolled out on a Ci/CD principal. You may be notified of major changes and some changes maybe rolled out in stages across different locations. But you should not expect to be aware of version changes.

I am not aware of anywhere where that information is given. I think because it is not relevant to anyone except Atlassian.
Re backups - if your client is on cloud then they are on the same version as you.
If you are backing up for server, there is no option to create a backup compatible with any specific version of Jira. You would need to be on the latest to be sure of compatibility. If your instance is not complex if may work with some recent earlier version but no guarantee or support of that approach.
You will likely face other issues to resolve when importing a project i.e. all the system wide objects such as custom fields, workflow status, shared schemes will need to be present. But that's what admins are for :-)
There are plugins that help. I've tested this one for Appfire and its quite impressive
