Our spam filter has blocked some jira emails.
It seems that JSM smtp server is using a different ip to deliver some notifications, so our spam filter has classified this new ip as Quick IP List (dynamic) so it has been bounded.
Has Atlassian changed this?.
Is there any way to be informed before these changes?
Not directly / deliberately, but Cloud services can be moved by automated systems. You should effectively "whitelist" the ranges that Cloud might be used on - see https://confluence.atlassian.com/cloud/atlassian-cloud-ip-ranges-and-domains-744721662.html

Although I cannot see in teh outgoing mail IPs, the IP range for the ip that was blocked by my filter.
192.174.81.96.
