Recently tried to Update Jira from 9.12.16 to 9.12.17 to fix some security issues with tomcat. on Linux Version 8
Jira starts up on Version 9.12.17 but never completes. I did save the Catalina. Out and the
atlassian.jira.log file.

I waited about 30 minutes. It just kept saying
I had to roll back from a snapshot
I will try again and wait longer
I will atempt this in safe mode

Usually, this step takes a long time if you have many plugins, how long did you wait?
Try to monitor if there an RAM issue or try starting in safe mode
