Are you using someone else dashboard? if yes the,
The filter is private of this gadget that why you are facing this issue, I will request you to please reach out to the owner of that filter to share this filter with you or make it public.

If not then could you please run the JQL and do let us know are you able to fetch the result?

İ am admin in this project and site admin in all jira software and confluence 

JQL created from my account and i give permission to other  user this other user can not view this statistic to all team dashboard create this user
