JIRA's mail handler cannot create issues for all the emails which arrived in mailboxes when the server was down.
How can I create issues from the mail present in the mail boxes?

By default Jira only takes a short timeframe of mails to process.
There is a workaround to have it create issues from older ones (https://confluence.atlassian.com/jirakb/how-to-configure-jira-service-management-to-process-old-emails-806455097.html) but be carefull and test this first.
Hi @RG If All the older emails are unread in mailbox ? Then go the mail handler >> Click Edit >> Click "Test". It create issues of the email which are missed.

@Vikrant Yadav As I have checked all emails are read in mailbox. Is it possible to mark it as unread and Test. Please confirm

have you cliked on Test in Mail handler ?
If yes, try to search issues in JIRA...i am sure it should work.
If Your mailbox have lots of email..it take time in creating issues of all emails.
