What do the logs say the problem is? <jira home>/logs/atlassian-jira.log is the first place to start, and then <jira install>/log/catalina.out if the application log doesn't tell you.
Apparently, I had a problem with permissions in the installation folder that prevented to delete the caches, I have granted the necessary permissions and it works
