1.we are planning to upgrade the current jira 6.3.x version to the latest jira version 7.10.x. as we are upgrading from 6.3.x we have to upgrade first to interim jira7.0 or can we upgrade to any of the jira 7.0.x versions
2.we are also in a need to migrate the jira from one server to another server. kindly let us the best practice to be followed , ie first to proceed with upgrade or to migrate the server and then upgrade
The recommended path for you is 6.3 -> 6.4 -> 7.0 -> 7.10
You might be able to skip 6.3 to 6.4, but you will need to test everything to find out if you can. Under no circumstances try to go from 6.anything to 7.1 or above, you must go from 6.x to 7.0 or you will have data issues and broken functions.
Changing servers should be considered as a completely separate task. It doesn't matter if you do it before or after the upgrade. A migration plan should be to take the system and move it without trying to upgrade or make significant change.

I would suggest disabling them all for the upgrade, then when you've got the new version up and running, going into the UPM and upgrading any that say they need it.
