Jira Administrator writing rule to require custom fields and comments before status change?

Some Jira issues are moving from one assignee to another or moving status with no notes written in the comments and other fields not filled in.

How do I write a rule in Jira requiring that all assignee (member persona) cannot move status or change assignees without adding comments down and fields getting filled in?

I could not find a similar questions in the Q and A

You need to configure the project roles and workflow validator with transition screen in order to make sure the users transition the issues filling required data
