Hi Everyone,
We provisioned all of our Jira users with Jira Software licenses, but when I created a Jira project using a Business Classic project template, it wouldn't let me add people to the project. If I have access to Jira Core by default as part of my Jira Software license, why is this the case, and what can I do to resolve it?
The only way I see to resolve this is by purchasing a separate/additional Jira Core license for each user, and that just can't be right.

from my recent understanding and what was discussed several times lately in Community there should be absolutely no need to extra pay for Jira Core - the features are the basis where Jira Software builds upon.
The only thing I can imagine is that the system is somehow confused as there is an additional Free plan of Jira Core which prevents you from doing what you want.
In recent cases the owners were suggested to delete the Jira Core plan, Business Templates and permission management (which is currently blocked for you) came instantly back.
To double check - as this is a change with some greater potential you might want to double check with Atlassian Support.
As I said I cannot imagine you will have to pay something extra than the subscriptions you currently have.
Please update us here on any progress.

Thank you for your reply! I had actually already deleted the Jira Core Free subscription just after posting, and it did resolve the issue just as you said—upon deletion, permission management in Jira Business projects came back.

I apologize for the confusion. @Daniel Ebers is right - I could not find the correct information about using the Jira Software license and Jira Core.
Hi Elle,
You have purchased a license for Jira Software projects only. For full use of all functionalities Jira Core (Business projects), you need to buy a license for Jira Core.
Now you have the Free plan for Jira Core. Unfortunately, the Free plan has a number of limitations - it is not possible to assign users to a project (Project roles). Please see all features Free plan Jira Cloud - Explore Jira Cloud plans.
