It seems when the user1 trying to access Jira project (Kanban Dashboard), Filter results : OPS-Infrastructure issues to be triaged --- no results found.
but for user2 on same project can able to view the result on same filter (OPS-Infrastructure issues to be triaged)

A few things to check:
1. Check if the User1 has access to 'Browse Issues" in the project settings.
2. Ensure the filter used in the Kanban Board/Dashboard is shared to the user1 as well.

User1 and user2 almost having same permission except project level access, even though changed project level access to admin, still User1 not able to view (OPS-Infrastructure issues to be triaged)

from the below screenshot you can able to see the second tab (filter result)
unable to view the dashboard, both user1 and user2 having same config and permissions

You have issues with the filters and you need to troubleshoot them. You have edit access to the board so check the filters on each gadget.
