We have a requirements where certain users should be able to search all projects names in jira but not view the issues.
The browser project permission gives read access to both the projects and issues. We want the ability to search for the project in jira and request access to the project. Is this possible?

You can use issue sequrity scheme for this.
Set to all issues level which does not allow this group to view it.

I have tried this but the users are still able to view the issues within the project.
The is what I have done:
1) Added the user to the browse project permission.
2) Created a new issue security scheme with the following security level. That the user is not part of.

It seems like the browser permission overwrites the issue security.

I have never done for such mny issues. I would reccomend to do blocikg reindex after this to make sure thaat indexes are OK.
