Can a normal user do Bulk import of issues in Jira Server?The user has the permission to "Create Issue" and also is in the Global permissions for "Bulk Change"What can I be missing?

You're right, you just need those two permission. The user just have to go to issue>import issue from CSV.
Make sure the csv file match the requirement https://confluence.atlassian.com/jiracoreserver/creating-issues-using-the-csv-importer-939937906.html

That option does not show in the user or my (administrator) Project issues.
Any idea on what can be blocking?
