I would like to ask if there is no problem migrating from Jira Server with developer license to Data center with developer license? We'd like to try upgrade and migrate first so we are planning to create Test Environment for Jira Server v8.14 then upgrade it to Data Center v8.22.
This is our plan to upgrade and migrate.
1. Create Test Environment with v8.14 "developer license".
2. Then upgrade Test Environment by downloading and installing Jira Server v8.22 (we're not connected to internet).
3. After the upgrade, we'll use Data Center v8.22 "developer license" to migrate to Data Center. We'll just update the license key.

the license upgrade from server to data center is not enough to have your jira in a data center version (with one or more nodes).
After license upgrade, you need to setup your first node as described in that guide https://confluence.atlassian.com/adminjiraserver/adding-and-removing-data-center-nodes-993929601.html (Adding a node).
In particulare you need to setup cluster.properties file (you need to restart your node after doing that).

May I know why we have to setup our first node before we change server license to data center license? We are referring to this link's "Migrate to non-Clustered Data Center" and it does not say anything about setting up the node.

you need first to apply DataCenter license (data center will be not enabled) then apdate properties file and restart your node.
