For information: I am currently both Org and Site Administrator.
I was going to configure workflows and screen schemes for my projects. However, looking at the "Wheel" for settings the "Jira Settings" does not Appear. Seen below is a screenshot of what appears when I go to the Settings section.
Furthermore, when I go to Settings in the Sandbox I see the specific section I am looking for as seen in the picture below.
Can someone please help me resolve this? I need to edit workflows schemes and screen schemes.

You may need to join some specific Jira admin group or ask Jira admin to grant Administer Jira permission to the site admin group.
These are the current access I have. Which one am I missing? Site-Admin?

This depends on the settings in the global permissions, usually the default is given to the group jira-admins-xxxx

Problem with that is that I cant even see the System Settings as they are not available either as they lie under the Jira Settings Tabs.

login as a site admin and find your jira admin users in overview.
