Ref Importing data from JSON into Jira Cloud
I see the Attachment object requires a URL
When we upload JSON containing a URL, does this mean the Jira import wizard will go and fetch the attachment from that URL, and store it in Jira?
Or does it work some other way?
The documentation could be clearer.

I ve never tried to import from JSON. But I guess, it will try to download the file from the url, which you specified. You can check it.

I imported the attachment using the URL specified in the JSON file as documented in importing-data-from-json.
It works.

Can you confirm - you uploaded the files somewhere, e.g. S3, then put a URL to that location in the JSON?

As @Alexey Matveev mentioned, if the file is accessible using a URL, JIRA will access the file and attach it to the JIRA issue.
As part of my testing, I used the URL - https://theaviationist.com/wp-content/uploads/2015/06/F-22-Raptor-aar.jpg. JIRA has attached the image represented by this URL as an attachment to the JIRA issue.
Let me know if you are looking at some other solution wherein you want to attach a local file.
