Hello,
We have a 10 users limit and integrate our jira instance with Azure AAD, for user login.
We have added a new user in the Azure Group without first disabling one in Jira, and after the user tried to login, we cannot longer access Jira.
Because of this we cannot login as admin to remove a user that is no longer needed and thus reduce the number of users.
Can you please help with this?

What errors are you getting when you log in with a full admin account?
Jira usually just goes into a read-only mode when you have too many users, admins specifically can still log in to admin the system (and hence reduce the numbers of users amongst other things)
Whatever the error though, if you were to temporarily disable AAD, there should be an internal Jira admin who can still get it, or you could try temporarily removing people from the AAD groups that grant access to Jira so the admins can get in and disable others.

how long does it take for jira to see that we are under the limit? do i need to recycle jira?

It is instant for internal accounts, but may depend on the frequency of synchronisation for external directories.

I'm guessing now, but
do you have a Jira user, that is not connected to active directory it might be possible to login with this user
