is agile by default enabled as a feature in Jira 7, I just installed Jira 7.0 . how do I check this

What do you mean by agile? If you want to have Scrum and Kanban boards, then you need to install Jira Software. There are three distributions: Jira Core, Jira Software and Jira Service Deak. You need Jira Software.

how do we create agile projects in Jira 7. can we have agile as a plugin in Jira 7?

You do not need to install any plugin. Just make sure that you installed Jira Software, not Jira Core or Jira Service Desk.

When you create a project choose any of the Jira Software templates.

In my Jira 6, I have a Agile dropdown , but in Jira 7 I don't have it. how do I configure it as a dropdown. similar to issues or projects dropdown

There is not Agile dropdown anymore. There is a dropdown called Boards
