I have one question. I am looking for an app that is not available on the cloud but it is available on the server. The features of this app seem interesting, can we build our own app and features the same as this app (build an app with similar features of an existing app)? Is this allowed?

well... actually I believe you could code it yourself from scratch.
The same way you can look for another app that meets your needs (as Jack points out) you could develop that app yourself so it does EXACTLY what you need. Nothing wrong there.
What you CAN'T do is get access to the code of the app you currently have installed in your server and reuse parts of that code.
of course this is a generalization. You should check the licensing terms of the app you have in your server to be sure about what you can and can't do

but then you need to get the app accepted into the marketplace and I suspect that it may not be available due to limitations in API. Just a guess.

Sure, I thought you where talking about legal limits, not technical ones. It didn't quite make sense to me at first but now it does :)

Thanks for all your inputs. Yes, I am looking at legal limits. As pointed out by Lago Docando - we can code ourselves from the scratch. And I am also agree with Jack- about the limitations in API - we will look into that as well.

you can't build on someone else's app. What app are you looking at or what features are you interested in? You might reach out to the vendor as they may be implementing for Cloud (if the APIs allow). Or maybe there is another app that could meet your needs.
