Team Goal - Notify users on new jiras created, change of assignees, and updates to description, update/new comments

Question - Is there a way to configure project notifications so all users in the project get updates on these events, or project wide events?

You question is confusing. Do you want to notify user in jira-software-users group or all users in a project?

Do you want to notify users for all events or only on jira created and assignee and description field update?

You should control email notifications in project notification schemes. You can find more info here:

Add the jira-software-users group to all events in the project notification scheme and all users in this group will be notified on any event in this project.

Thanks for the link Alexey, I'll read through this. I'm familiar with notification schemes but don't see the configuration options for Jira Cloud. I'll dig in and let you know if I have questions.

Ultimately my goal is, for my Jira NextGen project, i want all members of the project to receive email notifications on all events.

No, you can not set it up for next-gen projects. Next-gen projects do not have notification schemes. You can do it only in classic projects.
