Jira configure permission for "@" mentioning for external users

Currently, "@" permission can be configured on the global permission. However, we have external users collaborating on the same site on certain projects with our internal employees. For security reason, we do not want them to see the whole user list of our site when they try to "@" someone. Is it possible to make the "@" work with email address like this:

@emailaddress

sadly this is not possible. 
Atlassian has 2 suggestions open for this, please vote for and watch the issues to keep up to date with the latest developments. 

• Ability to @mention user without 'Browse Users' global permission

• Show only users with project access rights in Find Issues-User Browser
