Jira license: named users or concurrent users?

Hi. We have a 10-user license for Jira Server, on-premise. Still in proof of concept phase. Does 10 users mean 10 named accounts (can't create more than 10 users), or does it mean 10 concurrent users (you can create as many user accounts as you want, but only 10 can be logged in at the same time)? Thanks

Hi @Steve Fogel ,

If you have added 10 users and they are active, that means you're using 10 licenses. This page has more details about how the plans and the pricing works for server: https://www.atlassian.com/software/jira/pricing?tab=self-managed

From the FAQ section (https://www.atlassian.com/licensing/jira-software#server-licensing), "Licensing fees are quoted per number of 'active users'. An active user in Jira Core is by definition any user account in the system with the "Jira Software Users" global permission or the "Jira Administrators" permission, i.e., anyone who can log in. Unlimited 'anonymous users' are permitted on all licenses."

Hi @Steve Fogel , If you create 25 users you pay for the 25 users even if only 10 are logged in at the moment.

Maybe the confusion is because of the word 'active'. 'Active' in this context doesn't mean logged in. It means that the user has a license and can log in and work in Jira.

Sorry, but I'm still confused. If I have a 10 user license, can I create 25 users and all is OK as long as no more than 10 are logged in at the same time?
