I have got a scenario, User saying he don't want to receive Jira notifications from specific projects,
EX: he was a part of Project A and Project B 3 years back, now he moved to some other project, He is getting these project notifications. How do we stop these notifications.

It depends on how permission has been set up in the project if the user is able to see the project and is part of some issues (meaning the user is present in the assignee field, reporter field)
You need to restrict the project to specific roles and the user should not be present in the notification scheme.
Perform bulk stop watching issues from the project as well
@Pramodh M Yeah, you were right there are few issues are available in his(user) pool. So, do we need to assign these issues to some other user? If yes, What are the next steps to stop these notifications?

If the user is not part of the Project anymore, removing them from the issues data may not be a good way to change these if you need the things for the audit
Create a permission scheme and restrict to users only who need access or change the notification scheme for that project alone, this will restrict the user from being notified of issue updates
