Jira returns 404 with no response body

My fresh Jira server install returns a 404 error with no response body.

Things I've tried:

• Restarting Jira
• Re-installing Jira

I ended up just using this Docker Jira container: https://hub.docker.com/r/cptactionhank/atlassian-jira-software/

It's been a breeze since.
