Yes, most definitely! I'm currently battling watcher permissions. Specifically adding a watcher to one request and ensuring that they can only see the one request that they need to. I don't need the watcher to see the entire queue of requests in the project, just what they are supposed to see.

My resolution for that problem is using user custom field value - you can name that "Watchers":
and if you have new permission "View issue" you can grant that for Watchers field:

@Mateusz thank you for reaching out! Below is a screenshot of the issues permission scheme that I copied for this project. I also created a group called issue-watchers that currently has access to the Browse Projects permission and the Manage Watchers permission.

@Lisa Guadianabut I can't see in your Permission Scheme new permission that Atlassian mentioned in my first message - View issue.
When you grant permission Browse Projects for group issue-watchers always people in that group will see all issues without Issue Security Level. If you want that group to see only selected issues you need create group custom field value, give that custom field permission to browse project and select that group in that field on particular issue when you want to grant them access :)
