Welcome to the Atlassian community.
For Confluence an administrator can review the Macro Usage page to see where the macros from the various apps have been used.
For Jira there is not a single method for getting usage information for every plugin. You could contact the vendor of each plugin to ask them if they have a method for assessing usage.

The macro usage in Confluence does not give you a proper overview of who is actually using the app itself. Especially for apps that serve as extensions for administrative users. So I wouldn't rate that as a good indicator of the user base of apps.

Correct. Macro Usage shows where macros have been used in Confluence pages. If an app provides functionality that is not related to a macro, it is not part of this report.
The report also doesn't give any information about which users used the macros. It only provides information on the pages where they were used.
I mention it only because it provides some information. It is, indeed, not a 100% inclusive and authoritative report for app usage.

Hey @Jan Rittel
You have no way in Jira or Confluence to find out about the usage of your apps, and this has been a struggle for administrators for years. Trying to understand what use case an app is serving and reaching out to users to see who is using what might be a good start. The more entertaining way is to also disable apps and what for some feedback from your users. ;)
