Some of our users are unable to see the Kanban backlog button while looking at given board.
Providing the users with a direct link works - they can see the Kanban backlog when navigating directly to it.
Is there a per-user setting or something which might change the visibility of this button? Seems strange that it wouldn't be shown to some users.
This might be a cosmetic issue. Try resizing the browser window. Try another browser. Ctrl+scroll to check if the page is able to keep up with resizing operations.
Do you think it's a problem with Jira not updating/rendering the page properly? The last time I saw it on a user's computer they couldn't see the backlog button, but after being directly linked to the backlog, the button appeared as expected - no browser resizing involved.

Yes it might be a renderring issue, but only the nice colleagues at atlassian can differentiate between a bug in the browser and a bug in the application (jira). You might need to upgrade the browser or change the browser settings to render it properly.
You need to open a support request to evaluate this behaviour. Attach the HAR of the page/Board in question(Developer Tools>Network>Right click >save as HAR)
