My Card layout, the Comments are not showing up on my board.

Native Comments is not a field that can be added to the Card Layout because it is not a "simple" field. Comments are a collection of Comment objects, each with multiple fields.
Can you provide more information about the problem you are trying to solve by displaying comments in your card layout on your Kanban board? Perhaps we can suggest an alternative solution?

Jira does not natively provide a feature for accessing the last comment added to an issue to display that elsewhere.
What problem are you trying to solve by displaying that on your cards? Why do you want to display a potentially large blob of text on your cards? You've told me that you want to do that, but my question is why do you want to do that? How is that going to aid your work process?
If you feel that you must be able to do that, you could create a custom field to hold the text of the last comment, and use an Automation Rule to update that custom field each time a comment is added to the issue. Then you can add the custom field to the card layout.

I might not have admin access to add a custom field.

A Project Administrator can add custom fields to a Team Managed project. If you are working with a Company Managed project you would need to ask your Jira Administrators for assistance.
To create an automation rule to populate the field would also require help from the Project Administrator or the Jira Administrators.
I am curious about what problem you are trying to solve by having a potentially large block of text displayed on each card in your board.
