Hi,
Any custom field has to be associated to the project and the issue type screens to be displayed on new issues. For existing issues, they have to be updated with the field value.
Kindly check if you have got a custom field context for your project/issue type.
Could you give me the steps to do this? I have it added to the screens and issues I need it to appear but it does not appear on any issues?

If it has not yet got any data, Jira will not display it on view because there is nothing to show, but it will be available for entry on create or edit.

It does not appear as a field I can enter amount of effort?

Click on the issue, then use the menu option for "see the old view"
This is one of the reasons I don't think the new issue view is ready to replace the old, it's missing so many functions.

Thanks for all your help with this when I follow those steps it does bring up LOE it brings up time tracking and I am thinking it is because I have Jira linked to harvest time tracking?Selecting edit still does not show LOE field as an option?
I am open to trying an other ideas? I really need LOE to appear it is how we are assigning the time to plan for sprints?
