License problem

We paid JIRA for 50 more licenses, and got a new key which I uploaded, I still don't see the licenses quantity grew. We have the same quantity as before. Do we need to restart serivices or even server?

Licences have not added users since version 4.  There's a single licence that says "you can have up to <tier> number of users.

What you've done is replaced a 50 user licence with another 50 user licence.  What you needed to do was upgrade your existing 50 user licence to a 100 user licence.  If you get in touch with Atlassian about this ( https://support.atlassian.com/contact ), they'll be able to apply what you've paid for the new 50 user licence to the new 100 user licence
